Carriers and shippers live with two sets of rules that generate immediate costs when ignored: ANTT regulation and cargo insurance policies. Fines and coverage denials are the two most frequent problems.
A Brazilian road cargo carrier must keep its RNTRC registration and take out the mandatory carrier's liability insurance for cargo damage (RCTR-C), which covers damage and loss in accidents; theft coverage (RC-DC) is optional but often required by shippers. The ANTT, the national land transport agency, inspects registration, compliance with minimum freight rates, the transport contract, payment of toll vouchers and operating conditions, issuing fines through infraction notices with a right of administrative defense within the deadline stated in the notice.
